Sri Lanka Monitoring Mission


Following the signing of the Ceasefire Agreement between the Government of Sri Lanka and the LTTE, Scandinavian countries volunteered to provide staff to look into complaints of violations.

The Status of Mission Agreement that was signed with the Royal Norwegian Government can be found here.

Between February 2002 and April 2007, the Sri Lanka Monitoring Mission found the LTTE guilty of 3,830 violations of the Ceasefire Agreement, while holding the Government responsible for 351.  Details can be found here.

From May 2007, the capacity of the Sri Lanka Monitoring Mission to issue rulings was severely curbed, as the LTTE refused to allow nationals of European Union countries to participate.  It also fired on a vessel bearing Sri Lanka Monitoring Mission representatives, which led to the cessation of naval monitoring.

The Ceasefire Agreement was formally abrogated in January 2008, after which the remaining Scandinavians withdrew.
