Following the end of military operations against the LTTE, the Government's top priority is to accelerate the development process in areas that have been affected by the conflict.
The Government maintained an administrative structure and provided health, education and other services to people in the Northern and Eastern Provinces throughout the long years of fighting, but investment was necessarily limited. Infrastructure was destroyed too.
The Government launched a programme called 'Negenahira Navodaya' in 2007. This is a three-year effort to improve infrastructure facilities and uplift the living conditions of people in the East, to ensure that they don't lose their hopes of peace. A plan was worked out by various people. It focuses on resettlement of the remaining IDPs in the East, revitalising the economy of the area, improving electricity, water supply, transport facilities, ports and other infrastructure, building up health and education services, promoting sports, culture and other social needs, constructing new housing and settlement requirements, and enhancing the capacity of public institutions.
